Area of research focus, Phase 2:

Security of supply and energy resources

Nordic Energy Perspectives (NEP) is to indicate how we can increase the security of supplies of energy, by making our Nordic energy-system infrastructures safe as regards operation and delivery, and by helping to decrease the dependence on imports in the Nordic countries and the EU/Europe. Moreover, NEP is to clarify which roles our own energy resources and our Nordic energy markets can play for supply security in a Nordic and a European perspective.

The Nordic region as a diversified energy region has large energy resources in the form of both unexploited ones and possibilities for switch-over/reduction of use. The potential is probably very well investigated, and likewise for the costs. We can thus confront the role that resource renewal plays for the security of supplies in national, Nordic and EU terms.

These analyses of supply security are not made separately in NEP. The analyses of import dependence are integrated with the energy-system analyses, where we utilise NEP’s models extensively and supplement them with necessary qualita-tive analyses. The analyses of the energy system’s and the infrastructure’s operational and supply safety are integrated with the market analyses.

All kinds of energy, the Nordic region in Europe, and what is driven by the supply security issue
The Nordic region has numerous resources that can contribute to greater security of supplies in both this region and the EU, such as wind and hydro power, biofuels, district heating and natural gas (possibly with CCS). Moreover, increased energy efficiency is an important part of supply security. What is needed for best utilisation of these resources (e.g. in the form of control instruments or Nordic coordination)?

Natural gas
What can the advent of natural gas, LNG, biogas etc. mean for security of supply? How far can we get with the infrastructure that we have, and what expansion can take place? What significance do changes in the Nordic/European gas market have:

Power problems on the gas side, issues of dimensioning.

Should the gas or the electricity be transported?

Common rules for system operators, e.g. regarding emergency supplies.

How can the natural gas resources best be exploited, where security of supply is a very interesting dimension?

Electrical power
We focus here on the power-capacity issue (making use of experiences from the Swedish research programme Market Design). Initially we produce a compilation of the situation in the Nordic countries regarding peak power, system responsibility etc. The transmission-network companies in the Nordic region have hitherto been unable to find a model that solves the capacity problem for the long run.

The user perspective
Security of supplies is not only a question of actual supply (degree of self-sufficiency, reserve power, etc.). The question can also be seen from a user perspective. An example is the consequences of long-term interruptions of electricity. The user perspective will be attended to in the investigation. Sweden’s energy authority has done work in this area that can be utilised as an inspiration. What can we do jointly in the Nordic region?
